I delayed starting processing because I hadn't received very many orders. I figures that the lack of orders was mostly due to the sheer amount of time that had elapsed before turn 2 was out, and after I contacted players, I did get many more orders, so I think that it helped in the end.
This meant that it did take longer than I wanted to get the turn out, but actual processing only took 2-3 weeks, and that included a trip out of town. As this turn's turnaround was much better, though still a little long, I have high hopes for the next one.
Autorule will be in effect for an additional turn, as some nations started out with lower ratings than I had intended.
The next turn will be due on the 11th of July

Michinaga
Diplomacy:
With thousands of slaves, Michinaga set about building up the province of Yamoto yet again. In addition to putting them to work on farms and the like, he sent some to Hei-An to increase the size of his governmental buildings, both those involved in governing and those of a more secretive nature. The troops were given a rest as the army was brought up to strength, but the campaigns would continue soon enough. Takeda's army was also rebuilt, but this was more a matter of increasing training, making for a more elite force to defend Yamoto with.
Minor border raids from both sides kept the situation tense with the devastated region of Toyama. Michinaga admired the people of Toyama, perhaps they were not as weak as he had thought, and even when they had no chance they still continued to fight on.
The fishing fleets were less than productive as a series of Red tides wiped out many of the fisheries, and quite a few ships that ventured farther out failed to respond, but Japan did not actually suffer from a shortage of food from this, as the recently constructed farms and the efficient system of distribution kept everyone well fed.

Diplomacy:
A plague of insects was very hard on the crops of Makakan, but there were other ways to get food. First off the Governor-General ordered the construction of a fishing fleet so that the bounty of the sea could feed his city and its armies. Second, the neighbors seemed to not be suffering this plague, and so raiding parties were sent into both Sabah and Selatan, where they carried off a great deal of food, though not much other loot as the foodstuffs were taking up much of their capacity to transport goods.
Prior investments into the government finally paid off, and the main army was split in two. This allowed both raids for food to be undertaken simultaneously, thereby maintaining the element of surprise. In order that the two armies were not too small, another two thousand men were called up to serve in the armies.

The death of Baha al-Dowlah early in 1011 caused the tense politics in the court to quickly slide into civil war. Al-Basasiri, the son of al Dowlah, with the help of much of the military was able to maintain control of the regions surrounding Baghdad and Mosul, but Daud, one of his fathers advisors, led several of the western provinces in open revolt. He knew he didn't have the resources to take Baghdad, but perhaps al-Basasiri will not have the resources to take Antioch either. His control extends throughout Edessa, Aleppo, and Carhae which he controls from Antioch. Meanwhile, the eastern provinces of Abadan, Kuwait, Fars, Neyriz, and Mand, and there cities are under the control of Hassan.

The cities of Kiev and Novogorod were both expanded. Svatapolk set out on a great journey to reinforce his rule on the provinces under his control. After exchanging his slower infantry for some cavalry, he set out. He visited the city of Polotsk, and the surrounding region first. From there, Smolensk and its surroundings were next. Livonia and Pskov were next, followed by Novogorod and surroundings. This tour was a disaster of epic proportions. Svatapolk was not exactly cut out for diplomacy, and the hurried pace only made matters worse. Though he did learn quickly, and by the time he reached Novogorod, he was merely below average at diplomacy, and not outright bad. In almost every region he worsened relations, though sometimes he just didn't improve them. While most sounded promising to Svatapolk, as soon as he (and his army) returned to Kiev, most of the affected regions either left the empire entirely, or at least seriously loosened their ties to Kiev. Novogorod however, actually moved closer to Kiev, though primarily due to the influx of people from the expansion rather than from any diplomatic efforts of Svatapolk.
Others were sent on diplomatic journeys as well, with Ivan traveling to Polotovsky, where he did little good, failing even to find a wife for Yaroslav. And Yaroslav was sent to Lithuania, Courland, Latvia, and Estonia. He managed to at least make a nominal case in Lithuania and Courland.
As if that weren't enough the people of Kiev began to grumble about the pagan leanings of Svatapolk and his family, though since he was obviously in contact with the church, the grumblings were tinged with hope.
Strangely, with Svatapolk gone, many of the people with greater amounts of learning came out of hiding and began recovering many different books that were though to have been lost. Though no one seems to know where they were brought, many more Kievans were learning to read than ever before...

The expected payment from the Buhwayid for Aleppo/Antioch never arrived, but based on the chaos to the East, that was hardly surprising.

While in Kiev he assisted in attempts to convert the people, and a majority of the people in the region of Kiev became believers in Christ. Efforts were also made to sway the leadership of all of the Russian empire to turn from their pagan ways, and while not wholly successful, the hold of paganism was definitely lessened in the courts of Kiev.
Sergius himself traveled to Thrace to bless the new monastery built there, before returning to Constantinople to assist Alexander and Theon in their research into belief and the spiritual affects of the arcane. The research didn't seem to lead anywhere productive though, and throughout the process he seemed to change, suffering from bouts of delusion and paranoia.
