Non-Player
Nations are nations which can be influenced by player nations.
For Open Empires, the primary method of doing this
is to use Increase Influence action on them or by conquering the NPN and
obtaining Pacified status. This will give you a level of influence with the NPN
that can be used to your benefit. With Open Empires, Diplomacy can be used
instead of Charisma for Increasing Influence.
For other NPN types, you will have to use the
Increase Influence action based off the Charisma stats. Again, this will give
you a level of influence with the NPN.

Pacified NPNs
If
a NPN has been Pacified it will automatically give you 3 victory benefits from
the list below
1. Tithe of 20%
2. Cede a region or city
(not HM or Capital)
3. Pay reparations – 150% of
income
4. Force the NPN to cease
trade with another nation
5. Force the NPN to provide
military support
6. Force the NPN to accept
Missionaries without opposition.
Alliances
An alliance is a bilateral military agreement
with the NPN. A nation is expected to come to the aid of its ally if the ally
is attacked. An ally can be called to aid an offensive war but may refuse.
The
following increases the chance of gaining an alliance with a country
· Higher MSI
· Influence
· Royal marriage
The
following decreases the chance of gaining an alliance with a country
· Lower MSI
· Different Religion
· Other Alliance
Free States
An NPN that is successfully influenced by your nation
to Alliance it can be used as a Free State. When a NPN is used as a

Allocate
a H or P leader to spend the entire turn in the NPNs Capital undertaking the
Administer Free State action.
2.
Pay the turn cost as though the NPN is a player nation.
Vassals
A vassal is a semi-independent nation that owes
allegiance to a country. The vassal will offer regular financial tribute and
military assistance in return for protection.
The
requirements for offering vassalisation are
· An influence of 10
· Must be Allied
· The target NPN must be at
peace
· Must not own Friendly or
Homeland regions of the target NPN
Bonuses
for vassalisation are
· Royal marriage
· Higher ESI/MSI
· Currently a Free State
(the NPN can remain a Free State even after vassalisation)
Penalties
for vassalisation are
· Different religion
· Lower ESI/MSI
· Target is an Order or
Primate
Vassals are essentially puppets of the suzerain,
or overlord country. They cannot declare war or enter royal marriages, except
with their overlord. The always join their overlords
wars. The suzerain can also enter the vassal’s lands and use its ports to dock
their fleets. After ten years, vassals can be annexed by their suzerain.
Benefits for vassalisation are

Minimum
of 10% income from vassal
·
Supply
of 10% of their forces to suzerain in times of war.
Annexation of
NPN
In
order to Annex a NPN through diplomatic means the following must occur:
1.
Can only be performed on Noble Houses or Open
Empires.
2.
A Royal Marriage must be present
3.
The NPN must have been a Vassal for at least 12
years.
4.
The NPN must be of the same religion
5.
The player must successfully Influence the NPN with
a difficulty of 10.
Diplomacy
is then carried out as normal but with a huge bonus to success. Attempting to annex
a NPN without the above criteria means that diplomacy must be made against the
sum of the NPN’s regions and cities RVs.
Active NPNs
When
a non-player nation becomes active, either through player activity or fate then
it will undergo its own agenda. This usually means expanding its borders by the
best means at its disposal, be it diplomacy or conquest.
Active
NPNs will not attack or attempt to lure away regions of a nation with a greater
MSI without good reason. They will attempt to gain regions of the same language
and religion first before looking further afield. If there are no candidate
regions or their imperial size is such that they are inflicted with taxation
penalties, they will concentrate on improving their internal affairs.

list of NPNs will be included in the MSI table as well as a listing as to who
has any influence in them.
