Mao Chaing II counted the citizens of the realm. Diplomats courted Kin and Tumet, but the nomadic pagans were not too interested in anything the city-dwellers had to offer.
In Lu'an, a new fortress and city arose on the Bo Hai. It is called Peking, and is the new capital. A new royal road connects it to Yen-Ching. Some additional canals and paths were scattered about the Kingdom.
The Shensi Chinese Kingdom

Princess Qin Boqing returned from the campaign in Lu'an to help with the public works project in Shan'si. She found it a relaxing and rewarding exercise, after the rigors of a campaign. Meanwhile the heir Qin Tianyou travelled to Kansu to inspect the fortifications there.
In celebration of the victory in Hopei, Qin Guan sent men and material to make bigger and more cities. Xining expanded. In Shentung, on the banks of the Huang Ho, the victory city 1+0p0 was built.
The Chin Kingdom

Besides ruling the Kingdom and all that boring paperwork, the King found time to consolidate the army. He also ordered an official Ceremony of Thanks in honor of General Dong Wan and his excellent performance in the Honan rebellion.
Dong Wan had a hard time concealing his pride during the Ceremony of Thanks. Truly it was the honor of a lifetime. The only unpleasant moment came when the King placed the Gold of Valor (a large, heavy disk of solid gold) around his neck, only to have the silk ribbon come loose and the Gold fall onto Dong's foot, breaking his toe. Stifling a moan or wince, the stoic warrior stood stiff as a rock while the courtiers replaced the medal. Then he limped out of the Royal Presence and went on vacation to heal.
Admiral Lou Tsu's orders were to correct the trade imbalance with the United States of Asia by using his pair of warships to turn back half of the Japanese shipping attempting to dock in Ch'in. Unfortunately the Japanese had a anti-piracy patrol in the area, and it was much bigger than the force Lou Tsu commanded, so he backed down. Even without this, most of the hundreds of sneaky merchants would have been able to slip by such a small patrol.
Che Teh spread regional improvements liberally throughout the empire. Many cities got bigger: Jiujiang, Chenjing, Taishan, Lin'an, and Taichou. He ordered a new city, Amoy, to be constructed in Fukien on the shore of the Dongsha Hai. Che Teh was annoyed when he found out that Fukien doesn't border the Dongsha Hai, and that his new city is on the Huangzu Wan.

General Chou took several thousand infantry and cavalry to Nam Pung to extract tribute. After wiping out the local army, Chou was able to extract promises of gold and passage from the region.

Ronoboraja suddenly realized he had no idea how many subjects he had. He knew that this was an important piece of information for tax collection and international bragging rights. His right-hand man, Jukonaja, got the job. Jukonaja spent a couple years coordinating the efforts of the headcounters.
The Hainan Lord died, and his successor opted for looser ties with the Federation. Ronoboraja died after 5 years of tough times preaching in Perak. Jarobono was elected.
Sunda got bigger.

The diplomats Kalima and Safwa went to the northern mountain valleys to woo Bhutan and Sikkim. The barbarian Buddhists were hard to convince. Bhutan is already at the highest relationship possible for a Buddhist region. Prince Tuvasiva died of malaria on his way to Sikkim. Missionary activity in Assam made the region mostly Hindu once more.
Kanamori spent the vast treasury: Huge new improvements sprang up in Palas: new canals, sidewalks, sewers, paths, and storm drains blanket the countryside. Gaurhusa, Bihar, Bombphan, Maghadara, and Bhuphaala increased. Workers connected Maghadara to the royal road network. And Maghada got a port area.
Xanthi Empire of Xanadu

Palpatyn IV took over after his father's death. Remesevka and Tridari brought Avanti fully into the empire.
On a tour through Uttar Pradesh, the Grand Poobah noticed that the region's dikes and bridges were looking a little worn. So he decided to correct the problem. By his command, many thousands of workers swarmed over the region. They rebuilt or repaired every bridge, dike, dam, and terrace. Production skyrocketed.
The Chola Mandalam

Mehta travelled north to Chela, where he met with the local raja and assured him of the stability of the new government. Minto went to Vengi to do the same there, but he also founded a city for the region.
Hamari remained in Pandya, producing two heirs to follow him, preventing another problem with the succession. During his first son's fourth birthday party, he got too drunk and drowned in the punch bowl. Luckily, the loyal general Andhra vowed to protect and mentor the boy until he comes of age.
In Vengi, the city of Gondala graces the coast on the Bay of Bengal.

Naheef travelled to Und to schmooze with the refined inhabitants, and had limited success. But then they rebelled because of the new king's ineptitude.
Rashid defended the kingdom, and pined away for a time when he would be Sultan. As luck would have it, Mehmet died, and Rashid became king. He discovered that his administrative skills are terrible. He couldn't keep track of the faraway places. Und and Qatar rebelled.

The Shahdom of Merv

Late in the year 1031, Uthman heard that a great big teeming mass of horsemen was headed for Khwarzim. After checking into his own troop strength, and guessing at the size of the Liao Horde from European reports, he opted not to act. Bactria rebelled when it heard about the non-defense plan. Khwarzim rebelled, hoping for mercy from the nomads. But the region was decimated. Oh, well. At least some refugees made it to Merv.
Khwarzim is now a (2/4) steppe region. Khurasan and Dasht'Kavir rebelled when the Liao passed through them.

The Liao Horde

During a harsh winter storm a vision appeared to Petor. In it an angel spoke of vengeance and the rescue of the Holy Land from the vile Saracen who control it. The angel told Petor that God wanted him to lead a crusade to retake the Holy Land and ravage those that hold it. Petor gathered his troops and preached. "God has chosen us to wreak vengeance upon the followers of the False Prophet. We are to destroy the Saracen and make barren his lands. He has ordered us to retake the Holy Land for the glory of God!" Thus energized, the horde headed for the Fertile Crescent.
While passing through Otrargh, Petor met with the local Khan. After Petor won the pissing, chest-thumping, and watermelon seed spitting contests, the Otrargh Horde joined up as a military ally.
Their numbers now swelled to far more than fifty thousand, the horde roared into Khwarzim, finding the region undefended. Unless you count the meager stub of a wall around Khiva and its handful of ragged defenders. Quickly, Petor forced tribute from the region and city. Then he decided to make Khwarzim the first example of what should happen to the lands of the Saracen. The horde fanned out across Khwarzim, and destroyed all the canals, dams, dikes, qanats, and swapes in the region. The populance begged the Liao to stop, but they paid no heed. Some of the locals fought to stop the destruction, but the resistance was crushed ruthlessly. Once they were done, the Liao moved off to the southwest.
Without the irrigation systems to distribute the cool waters of the Oxus, the arid region returned to grass and scrub. Hundreds of peasants died of starvation. Thousands of refugees streamed into Merv, looking to the Shahdom to give them some habitable land.
Petor led his troops quickly through the flatlands of Gurgan, Khurasan, Dasht'Kavir, and Persia. Pausing for a day, he looked over his warriors. "Now the true test begins. Before us lie the rich, fat, and lazy Abbasid. They will pay for their arrogance. God's Wrath has come!" And they swarmed over the mountains into Media.....
The Abbasid Caliphate

The young Caliph was surveying Mesopotamia's public works when suddenly, his eyes were rivetted by a fearsome sight. A great black bull charged toward him with lowered head. As the beast grew near, Mu'hammid could fell the earth shake and hear the snort of its breath. Just before it gored him, he woke up in a cold sweat.
He was sure his nightmare was an ill omen. He met with Habib to discuss it, but Habib dismissed it as an insignificant delusion. So Mu'hammid decided to continue the economic development plans, but to go ahead and hire a decent leader, the mercenary Pireheram, to help defend the empire if necessary. The nice stack of gold was plenty to secure Pireheram's services, and Mu'hammid promised to almost double his pay if Pireheram drove away any attackers.
New fleets of transport enlarged the merchant fleet, and several new qanats improved the irrigation in Media.
In addition, the state clerics organized a massive food giveaway for the poor. In every city, wagon after wagon unloaded grain into the public square. The jubilant throngs of poor were not disorderly, once it became clear that there was more food available than they could eat in ten years. Still, they took it, squirreling it away in every pot and basket they could find. Almost everyone had to loosen their belts.
Pireheram did hear of the depredations of the Liao in Khwarzim. He kept a close tabs on the reports of his scouts and spies, hoping he would be able to collect that extra pay for turning back some invaders. It was in late in 1033 that he found out Petor's intentions toward Media. Pireheram and Mu'hammid headed for the region with the entire Abbasid army.
In May of 1034, the Liao found the Abbasids occupying Media. Petor the Destroyer was surprised at the size of the Abbasid army: over 50,000 cavalry, and almost 30,000 infantry. But he had almost that many troops himself, and they were much better fighters than the Abbasids. Besides, God was on his side. Unwavering, he ordered immediate attack.
The armies crashed together with the roar of 100,000 galloping horses. The wily Pireheram sought to pin the nomads against the mountains, but their swift horses carried them away from the slower Abbasid formations, and they broke out into the plain. Petor then sought to separate and encircle pockets of Abbasid troops, but the Abbasid Ministry of Information provided Pireheram with the scouting he needed to crush most of these attempts before any of his troops became surrounded. After many days of bloodshed, both armies broke off to consolidate their forces. Losses were high on both sides, with neither gaining the upper hand.
Again the mighty clashed. The battle went the same way: a gory draw. This time the Abbasids did better than the Liao. This left Petor with only 20,000 horsemen against 10,000 infantry and almost 20,000 cavalry. Seeing the handwriting on the wall, he withdrew his exhausted men to Persia to recuperate. Petor sent word to the Pope that it was time for a Holy War of Liberation to rescue the cradle of Christiandom. Petor then threatened to become Eastern Orthodox if the Pope doesn't comply.
Even though most of their brand-new qanats were destroyed in the fighting, the peasants of Media were ecstatic to be rescued from the Infidel horde. And Pireheram reminded Mu'hammid of the promised reward.
Imam Al Muslim

Ali Mahdi directed the establishment of many religious sites. Most succeeded. Many of the leaders died, but not before accomplishing their tasks. Among them was Ali Mahdi, who was replaced by K766.
The new Siadat Kuran looked with some alarm at the actions of the Liao in Khwarzin and Media.
The Holiest City became bigger.

The Eastern Roman Empire

Justin, Deo Coronatus, surveyed his fractured nation. "These are dangerous times, Nikolas," he explained to his son, who was becoming a fine young man. "We are not yet stronger than the rebellion, but you will live to see the day the Eternal Empire is reunited." Nikolas knew this to be true. During his last few years of royal training, he had already demonstrated great skill at wargames and military exercises.
For starters, Justin added thousands of new horsemen and sappers to his army. "Now, son, I will retrieve the Army from Bithnia. Defend the Capital until I return. Find yourself a wife, too." Theodora (Nikolas' mother) found a young lady from Attica fit to be Nikolas' wife. They were married early in 1031 and had a few children, including two boys.
Justin's trip to Bithnia to pick up the Army from Ioannes Pavliko was uneventful. Isaac Murzuphlus came, too. He was charged with defending Troy with a handful of soldiers. "Don't worry," Justin told Isaac, "No one will come through this way. Keep me informed." Then, he took command of the Army from Ioannes and returned with him to Constantinople.
Once Justin made it back the the Capital, he prepared its defenses. Meanwhile, he issued two proclamations:
"Nikolas, my heir, is now Augustus/Emperor. Henceforth all coinage in Rome shall bear the profiles of the two Emperors on one side and the Virgin Mary and Baby Jesus on the other. Also, Isaac Murzuphlus and Ioannes Pavliko are hereby awarded the title of Caesar in reward for their loyalty to the Empire."
Next, Justin sent a Chrysobull to the rebel chief, Theodore. "Theodore, or his heir, you are entreated to surrender yourself and your misguided followers to your emperor's mercy before it is too late. You've broken your vow of fidelity and obedience to your Emperor, made before God. Your life and your immortal soul are in danger. Make peace with God and your Emperor before it is too late."
Then Nikolas' wedding feast was held in the Great Palace, celebrated by a great banquet in the Hall of Nineteen Tables.
Finally, the only thing left to do was to wait and see if the rebels attacked. An attack did come, but from an unexpected direction. Can the Empire recover? Tune in next time...
Although Justin is a fine leader in most respects, his ability to administer distant regions is well below par, it turns out. Both Psidia and Phrygia rebelled.
The Byzantine Empire

Theodore didn't get out of bed long enough to attack the decadent Eastern Roman Empire, although he did send the Dobruja Prince to Bulgaria for a little diplomacy. But the Dobrujan died before he could get much done in Bulgaria. Open for a Player.
The Varangian Empire of Kiev Rus

Diplomacy Nope, goin' with the big stick this time.
Piotyr called in his favors for the great task ahead. He spoke to the Council, "It is time for us to leave this place and move to the Land of Fortune and Sun in the South. The Byzantines are fractured. Now is our chance! Let every man fight for the Cause!" And so the army was swelled with men young and old. The peasants of Kiev, Polotsk, Chernigov, and Muscovy, and the citizens of Kiev City, gathered in Kiev for the migration.
The allies in Atelzuko, Polovotsy, and Patzinak marched southeast ahead of the main army and the trailing column of settlers. With a combined strength of a few dozen thousand, the host was quite an imposing sight. None of the regions on the east and south coast of the Black Sea hindered the march.
Early in August of 1032, the Kievans stormed into Paphlagonia, to the astonishment of the locals. The region and its city, Colchis, were overcome easily. Upon gaining control, the horde began a systematic and total enslavement of all residents. This was a long and difficult process, even with a huge army. It was the end of 1033 before the cruel deed was done.
Immediately, Kievan settlers took over the empty huts and farms, filling the region with Catholic Russians. Lastly, the new slaves labored under whip and cane to improve the fields and roads that had belonged to them. The citizens of Colchis were spared the same fate for now.
But Bithnia was next. The region fell easily, and enslavement commenced. In Troy, Isaac Murzuphlus trembled in fear as he looked over his meager defenses. But the horde only had enough time to barely finish the roundup by the end of 1035. During this time, a sneaky local snuck into Piotyr's tent at 3 a.m. and slit his throat. Ivan immediately travelled to Bithnia to take charge.
Emperor Justin in Constantinople listened in horror to the reports of enslavement in Paphlagonia and Bithnia. He yearned to rescue the innocent, but with an enemy army twice the size of his own, and the rebels in the Balkans eyeing the back door, he knew it would be foolish. What to do, what to do...
Now-distant Murom rebelled from Kiev. The no-longer-inhabited region of Kiev returned to forest and swamp.
The Osman Horde

Sokhi died, and his young son was unable to hold things together. The Osman Horde drifted apart.
Kingdom of Russia

The Polish Kingdom

The Duke of Bochnia married Princess Nima, cementing his relationship with the empire.
The Duke of Galich had a blast slave raiding a few of the steppe regions on the Danube.
Polish diplomats were successful almost everywhere. The only bad thing that happened was when a Polish agent was caught red-handed attempting to cause unrest in Lorraine.
A port fortress, Kezbar, sprang up in Moldavia on the Mare Negri coast. New citizens moved into Gdansk. A few new trade routes began operations in the west.

Halfner was very pleased with Forkbeard's efforts in the Orkneys. Forkbeard is quite a charmer, and persistent, too.
Westphalia almost rebelled due to the difficulty in communicating with the region (combined with the fact that Halfner is a rotten administrator).

Diplomatic progress in Swabia was rapid, what with the public works, city increase, and royal wedding.
In Switzerland, a fortress surrounded by a city rose, clean and new, from the green valley floor. It is called Zurich. More residents moved to Heidelburg. Via Heidelburg, Ludovico opened trade with the Island Khanate of Khitan and reopened trade with Denmark.
Ludovico politely thanked the Papal bureaucrats and bishop for all their help, and sent them back to Rome.
The Roman Catholic Papacy

Il Papa dislikes being ordered around by nomadic chieftains, but a Crusade is within the realm of possibility. At least the Abbasid army has taken a beating. Never bad news to hear of the Saracen losing troops.
On the other hand, maybe he should support the Kievans' efforts against the image-worshippers in Constantinople. With the Byzantines tottering on the edge of destruction, now could be the time to eliminate them once and for all.
And both of these pleasant surprises happened in the same few years. Coincidence?

Turquich leaders travelled around the realm, singing the praises of Soloman II and his followers. They made good progress securing low-level agreements with a few regions.
In Lorraine, a rabble-rouser was caught, and turned out to be a Polish agent.
The Nogai Khan died, and his little horde left the kingdom and drifted apart.

Altan figured now would be a good time to take a break. He then died. So did his son Turchuq. So did the Tangut Khan. So the Tatar Khan, K668, became the next Emperor of England.
Holland rebelled.

Gebel-al-Tarik was not impressed with Ali. He claimed that a royal daughter could marry into the region, but the local boss told Ali firmly that he wanted to hear it directly from the mouth of Asad Nasir or his heir.
Work continued on the road to Bilbao.

Sa'id al'Farad noticed that his stash of cash was overflowing. He had always thought the cities of the realm were a little dusty and dingy, so he spent it on beautifying the kingdom's cities. Then he died. His son K452 became the new Zaban Nogreh.
New citizens streamed into Casablanca, Caligari, and Tlemcen.

Dooga took another break. While he was napping, the allies from Senegal and Adawara died. Senegal degraded to non-paying, and Adawara to feudal allied.

Chunkulor continued his program of northern expansion by raising the port city of Delgado in Makura on Cape Delgado. The fishermen in the area report that there are, in fact, other nations in the world, not too far to the north. Chunkulor is excited about meeting some foreigners for the first time in Zimbabwe history.

Winter Eagle surveyed the metropolis from the sam lookout point where his father fell to his death a few years back. It was truly and awesome sight. And Serrano received many new canals and paths.

Crow and Little Turtle preached in Tahue. The stubborn region finally has more Northern Amerind followers then Meso Amerind.
Crawling Fox managed to hold onto the regions of Caddo and Tahue despite the distance. He knows about the problem, but doesn't have the resources to fix it all in one fell swoop.
A postal road now connects Dzilth-na-o-Dlith-he in Comanche to Shongopovi in Mescalero.

Talon sent all of his leader on missions of exploration. None were successful, and only Limp Limb made it back alive. Among the dead was Talon's son Little Egg. Talon was heartbroken, and never really recovered. Upon his death, his son Red Stone took the reigns. Red Stone was able to hang on to the region of Yamasee despite the difficulty communicating with the province.
The cities of Cahokia and Kolomoki got more citizens.

Ometepec granted limited autonomy to all the captured regions (Maya, Yucatec, Chontal, and Popoluca) and ordered their garrisons removed.
When the Huastec leader died, he willed his lands to Ometepec.
New residents moved into Acapulco. The Mayan slaves spent their days digging ditches and canals and sewers throughout the Aztec Empire.

Anapa again stayed in Inca to oversee the realm. He named his son Oraibi as a prince of the realm. He then ordered massive construction projects.
Lloque failed miserably in his attempt to increase the faith in the Empire.
Several cities expanded: Cuzco, Pachacamac, Tarma Tambo, Chucoito, Pasto, Nwavarro, and Raqchi. Cuzco got many new gutters and sewers.

Kniso noticed that his son was of age and issued this statement: "My son, Belar, has proven himself worthy of being Prince of the Chosen."
Marok stayed home, found a wife, and married. He was unable to have any children so far. He did take over when his dad choked on a llama bone.
Torak sailed north along the Atlantic coast. But once he got far away from home, he rebelled.
To show their appreciation for the land and the new fortressed port
city, the residents of Guenakan named their new city after Kniso.
