What's up?: MaxTax now at 1.95.

Heirs: You can't just APPOINT an heir. These guys aren't of the royal blood line or anything. I understand that you want to wriggle more leaders out of your nations, but this isn't how it's done. If your king dies without an heir and you DON'T DF, all your leaders will dice off, with the guys with the highest charisma having better odds at being the next King. Either that, or the guy with all the troops, depends on the situation. If you have a DF, all your appointing schemes will come to naught anyway.

4 YEAR TURNS: This turn you'll see the effects of 4 year turns. 80% tax rate will be the norm. Watch your movement and AP use now. Some of you tried to use 5 years worth of movement this turn - didn't work.

Canals: New clarification on rule 6.1.3. All fleets may use the canal, unless the owner of EITHER border region forbids it.

    The Glorious Empire of Manchu

    Diplomacy: None
         The nobility of the Glorious Kingdom, tired of Timur's whims, demanded more representation. Riots broke out in Kwangdu. Timur squashed the riots and took away what representation they already had, declaring himself Emperor of the Glorious Manchu. He completed the postal road network linking the capital to the sea at Jichou.

    The Empire of Nippon
    Takedasan, Shogun of Nippon
    Diplomacy: Cheju(t) Kwanto(fa)
         Emperor Takeda san completed the expenditures for the cultivation of Akita and Hokkaido, all that's needed is for the workers to finish chopping down the trees. Lumberjacks waited in vain at many Nippon docks for the Emperor to deliver them to Taiwan. Trade routes took precedence at many ports, with the loss of Kumamoto and Edo to fresh on many a sailor's mind. Jobless rates run high in Takeda and Nagoya as a result.
         Takedasan's wife died in 1404 after bearing him three sons. Takeda Yuri was wed to Najar, making him a Prince and Hokkaido friendly. Kichiro successfully tallied the nearly seven million people in the Empire and then sailed off to Cheju.

         Chin Li took a break and dreamed of a land called Oklahoma.

    The Khemer Empire of Kambuja
    Tran Cau, Emperor of the Khemers, Mask of Hidden Glory
    Diplomacy: Mon(a) Preikuk(a) Lampang(nt)
         Tran Cau announced that the royal family of the Khemer Empire were practicing Hindus. They weren't too strict about it, and wanted to assure everyone that they could keep practicing Buddhism until the Hindu priests come around with the missionary discussions. Stuff about how it's really ok to kill worms, but not cows. Unfortunately no honest Buddhist could accept being ruled by a Hindu ruler. The entire nation now exists in a form of allied status with the Emperor. Hit squads were out in force putting down the worst riots in Vijaya, Cochin, and in the capital city itself.
         Lots of Abhatan gold was spent in the cantinas near police stations...
         This accelerated the move from a feudal society to caste, with the Hindu masters and the Buddhist farmers. The move to a free economy is still in the mid stages, a decade from fruition. After salvaging what he could in Mon, Goupang died when he tripped stepping out of his carriage in Lampang, his brains splattering on the street.

    The Khemer Empire of Burma

    Diplomacy: No effect
         In 1401 it was obvious that Dinth Shan would not last through the monsoon season. Akuti his wife took the throne while her grandson Rangsey completes his studies and childhood. She announced that the Khemer Empire would be a feudal ally of the Chola Mandalam Empire and accepted support from her benefactor. Missionaries were sent to the usual places as well as diplomats and princes preaching the way of the cow with limited success due to the low religious strength in the Empire.

    The Island Kingdom of Java
    Adrissa III, King of Java, Master of the Spice Isles
    Diplomacy: Luzon(n)
         Adrissa's new wife was able to bear two daughters before dieing in 1404 due to what mid-wives called Adrissa's demon seed. More missionaries were sent to Luzon, Sulawesi, and Ghengtu in Hainan. Admiral Manalan transported resources to Sunda and Timor. He was accompanied by the JIB. Both Lamarasa and Kanti stuck their noses where they don't belong. Luckily for Wahid's sake, the Matara ally was on hand to bolster the diplomatic mission on Luzon.

    The Indian Ocean Basin

    The Chola Mandalam Empire

    Diplomacy: Karnata(a)
         Abhata poured vast amounts of money into researching ways his armies can utilize the exploding powder his chemists had conjured up. He expanded several cities, many of them beyond the walls. Some cities on the list to be expanded lay outside the boundaries of the land, such as Rajkot on the Andaman Islands and so without a leader to transport the resources, the city did not expand. Then he spent his time ruling the Empire, while Durga-Das was at hand to train the infantry and cavalry how to use their new heavy equipment.
         Sukarma was stonewalled by the Maldives people, claiming that they were Javan citizens. He died in 1401. Abhata's trade policy was expanded upon in 1402. "Refuse all transports from Khemer. Completely cut trade with Egypt and allow no Egyptian transports into my harbors. Turn away any ships flying the flag of the merchant combine or operating on behalf of the merchant combine." Just how he'd figure out which ships were operating on behalf of the merchant combine was left up in the air.
         in 1404 Abhata died after a couple months of general weakness and coughing. His son Aandeleeb took the throne, not without a few problems in the realm. Radhaswami in Gujerat fled his command. Rajkot and the Andaman Islands revolted, as did Singapore. Anhivarta, Chera, Gaur, Jihjhoti and Kanpur, Kutch Island, Madurai, Maghada and Bihar, Sri Lanka, Vatsa and Kalanjara, Calcutta, and Cuttack revolted. Garrisons in Anhivarta, Gaur, and Kutch Island pacified the revolutionaries. Sri Lanka joined the Kingdom of Java.
         More money than necessary was frittered on an infiltration attempt of some kind in some neighboring nation. Aandeleeb tried to cover up the large outlay of Abhatans by spending even more Abhatans with some degree of success...

    The Hindu Primacy

         Niraj attempted to open some trade routes with the good Hindu nations around him, but found that the Empire had left him no port space in Tanjore for even 3 small galleys. Savin Patel followed Balin on his journeys across the Empire of Java, providing relaxing games of Go after their daily exertions. Ori died in 1404 after assisting Oin on his journeys.

    The Empire of Sirinigar

         Kailash did little.

    The Mid East

    The Kyzl-Kom Horde
    Khan Kzyn Batur
    Diplomacy: Saraba(allied) Dzungaria(allied) Wusu(absorbed) Ayaguz(absorbed)
         Atanur Kzyn rode with his men south into the territory of the Saraba to find support. He rode around a big lake to join with the mighty Dzungaria tribes. They crossed some mountains into the lightly populated Wusu lands, recently swept clean by the Alung-Gangri Horde. Attempts were made to raid Jungaria, but there was no money to be made. The wilderness tribes of Wusu changed the composition of his army, forcing him to slow down to keep everyone together. Pushing on, he rode into the desert of Khalakan to find it empty of all tribes. Here the hunting was good.
         Atanur crossed the mountains again north into Ayaguz to absorb what was left behind by the Tumet. One of his allies died during the winter of 1404 and soon after that, Atanur died as well. His son Batur took control of the Horde.

    The Emirate of Turkman
    Abdul, Shah of Bukhara, Emir of Merv
    Diplomacy: Kuljab(nt) Dusanbe(a)
         Abdul expanded several cities in the Emirate, blowing down the walls in some. He added five thousand men to his heavy cavalry corp in Bakara. Getting down to business, he expanded the royal family by a hideously ugly daughter and a couple cute baby boys.

    The Khanate of Scythia

    Diplomacy: Dasht'e Lute(c) Khvor(H)
         Henuz spent his days like any young man would, ruling his kingdom by day, ruling his wife by night. He directed that his Uncle to go to the pacified region of Tabaristan to conduct diplomacy. Sharit was sent to the deserts of Dasht'e Lute and Sanglant was sent to Khvor. Sanglant was able to escape with his life. In 1401 the Khan's wife bore him a son. With the expansion of the government, bought with large investments, bishopric support may not be needed ever again.
         Henuz was found at the age of 30, with the signs of apparent excess fresh on the lone couch of this everlasting sleep. His uncle Razuli, twin brother to the Imam, would now be Khan. He returned from Alamut to the capital at once. Henuz was to have another son posthumously, later in 1402. Baluchistan rebelled in 1404.

    The Holy Imam of All Islam
    Imam Mohamad ar-Rhani, The Holy Imam of all Islam, the Highest Follower of Al'lah, Beloved of Scythia
    Diplomacy: None
    Consecration: Sa'na(ch) Kurdistan(nt)
         Imam Mohamad ar-Rhani returned to Tabriz in 1401. His attempts to upgrade the cavalry forces within the Holy army of Allah met with failure. He cursed his rotten luck and prayed fervently that his future attempts would please Allah.
         Mullah Bumbula was sent down the Red Sea while Mullah Has'Anim was sent to the Atlantic. Has'Anim died in 1402, an apparent victim of natural causes.
         At the end of 1404, the Imam Mohamad ar-Rhani reconvened the Great All Islam Conference of Tabriz to report and speak on support of the unification project. He said that Sunni Islam will be merged into Shi'ite to form a new "United Imami Islam" faith. He claimed that he felt that the day would be soon when their would no longer be any division among the Ummah. Teachers were sent to Egypt, Morocco, Sheba, and Turkmen to increase the influence of the primacy.
         Each nation was asked to vote on the final direction of Islam. The choice was to vote WITH the Imam (pro-Shi'a), AGAINST the Imam (Pro-Sunni), or ABSTAIN. The Imam presided over the vote, and cast all of his own votes in favor of unification. The number of votes are listed below, next to each nation:

         Upon the conclusion of the vote, the Imam declared that those nations which had chosen to remain independent for reasons of distance or lack of support would continue to be regarded as brother Muslims. The Imam declared his intention to continue working with whatever independent Muslims might remain with the hope that they will at some future time reconsider and join with the United Imami Islam as it continues to grow.

    The Safavid Empire of Basra
    Nuh'a-Din ibn Nur, Shah of Baghdad, Spokesman of God, Chosen of Allah, Guide of the Faithful, Most Learned of the Holy
    Diplomacy: El Burz(AW) Damascus(ea) Kuwait(nt) Hamadan(ea)
         Nuh'a-Din expanded Ormuz and Basra while making significant improvements to Islamabad and the countryside of Syria. 4 royal roads were begun in 1401; a road from Basra crossing the Tigris, a road to the Imam from Media, a road to Scythia from Persia, and a road from Damascus to Lebanon. Advisors were not able to convince the Shah to consider a cheaper road to Antioch instead.
         After all the paperwork was signed, the Shah headed north into El Burz. With no offer of marriage, or bribes to the nobles, and very little time spent in talks, the Sunni wilderness people of El Burz rose up in defiance of the Shah and his army of more than ten thousand men, hoping to catch him off guard. He easily pacified the land after decapitating the impudent rable-rouser.
         Hazras turned out to be just as bad an administrator as Bazzan was, but he sure is cute.

    The Dubai Horde of Arabia

    Diplomacy: As'summan(allied)
         Dhul led his thirty thousand men across the Arabian desert to the north west, growing mighty. The Ad'dahna tribes allowed him to pass. He had better luck in As'summan.

    The Madragian Emirate of Aleppo
    al-Salud, Emir of Aleppo, Servant of Allah, Guardian of the Western March
    Diplomacy: Nicosia(t) Isauria(N)
         Much gold was received from Egypt. Aga Ali Turrela sent missionaries to Carhae again. Nothing but mysterious deaths and disappearances as the effort was wasted on the Catholics. They sent messages to the Pope to request his support in throwing off the yoke of their oppression. The son of Al-Salud came of age in 1401. Aga Ali Turrela stepped down to Prince of the Realm on that day.

    The Mamluke Sultanate of Egypt
    Uzayr, Sultan of Egypt, Ruler of the Upper and Lower Nile, Defender of the Holy Land, Master of the Seven Seas, Sword of Allah, Invincible Overlord of the Mamluke Empire
    Diplomacy: El'Allaqi(F) Nubia(t)
         With no more labor forthcoming to the Grand Mosque in Mansura, the damaged monument fell into further disrepair. Some say that at this rate the Mosque will be nothing but a memory within two decades. Resources were sent to Tripolitania instead to cultivate the steppe.
         Sheik Ali ib Omar, proclaimed heir to the Mamluke throne took a young wife in 1401 and sired three children in the following three years, the first of which was a son.

    The Merchant of El'Iskandria

    Capitalization: El'Qahira(ma) Sela(ma) Mesolongi(mf) Constantinople(ma)
         Jamil continued to spend money sent from nations further up the Nile on government projects and his ever expanding web of power. He was last seen living the good life in Constantinople. Five new trade routes were opened with countries around the Mediterranean and east of the Red Sea through the guarded Necho's Canal. Scholars were sent to Egypt, Aksum, and the Imam, but only the Mamluke were able to make sense of the information. Jamil discovered that someone had swept the treasury clean for him, how nice!

    The Sultanate of Sheba
    Waliyudeen Mutlaq, Sultan of Sheba, Patriarch of Islam
    Diplomacy: None
         The Sultan basked in his own glory.

    The Coptic Kingdom of Aksum
    Tobin VI, King of Aksum, Negus Negesti, Lord of the Coptic Wilderness, Lion of Judah
    Diplomacy: Ain Farah(t) Kassalla(t)
         Tobin VI finished the cultivation projects of Kosti and Ain'Farah while projects in Lalibela, Kobowen, and Harar fell into disrepair due to neglect. Several fortresses were expanded and hundreds of public work permits were funded.
         Angcur continued in his grim task of trying to produce an heir. Not satisfied with his daughters, the princess from Kassala died within six months of the royal wedding. It's rumored now that the heir is cursed. He persisted in his duties at great lengths. Finally, one of his many mistresses, some barely older than Princess Sara, his eldest daughter, became pregnant. He quickly married her soon after she bore him a son, and then another in 1403.

    Diplomacy: Zanzibar(F)
         Hussain expanded Pemba, beautified Sakalava, and greatly increased the lot of the merchant marine.

    The Kingdom of Great Zimbabwe
    Ayize, King of Sofala, Master of the City of Round Towers
    Diplomacy: Ujimbili(a) Luba(ea)
         Ayize called for the construction of a bridge to cross the Zambezi into the wilderness of Me'Lela. He wondered at the Kilwan's sky infantry as they assisted in negotiations in Luba. Something must be in the water - Ayize begat 4 children in as many years, three bouncing baby boys and a breathtaking baby girl.

    The Republic of Venice

    Diplomacy: Tsenda(t) Xhosa(F)
         Badoglio took a bride from among the local ladies of quality. She was able to bear a daughter and a son before dieing in 1404 from her 3rd pregnancy. Andrea, the Doge's younger brother was designated as heir, regent in the event that Badoglio should die before his son matures. Nguni was completely cultivated and several cities were expanded, regardless of how big the walls said they could be.
         Giuseppi and Romeo loaded up the fleet and sailed north to Tsenda in Teke. Here the Kingdom of Kongo allowed the colonists of the Republic, mostly Xhosans, in, setting up a new conduit anchor allowing the seafaring nation to reach the Kingdoms of Akan, Kanem-Bornu, and Ghana. Artisans, Craftsmen, and Teachers were again sent to Kongo with the fleet this time with money.

    The Kingdom of the Kongo
    Anjabu Minunge, Tallest of the Tall, The Big Man, Stomper of Little People
    Diplomacy: Vili(F)
         Umbono favoured the Venicians and allowed them 50% control of Tsenda, which they expanded and partially converted to Christ. Later in 1403, he died. His younger brother Anjabu took the throne after securing Vili.

    The Kingdom of the Akan

    Diplomacy: None
         Akanosh looked forward to trading with his neighbors. He acquired a new leader who supposedly has quite the silver tongue.

    The Kanem-Bornu Empire
    Ali al Uthmani II, Supreme Chief of the KBE
    Diplomacy: Jos(ea)
         Again, support came from Egypt which allowed the Confederation to expand Ngazargumo. Prince Nasem traveled to Jos to marry the daughter of the most prominent family on the region and secure its entry in the Empire. Amida II was forced to retire from public life in 1401. He sulked around the palace from then on, griping about how he could do a better job than Ali.

    The Arguin Directorate of Ghana
    Orin Ghasim, Arguin Director of Ghana, Protector of Kumbi-Salem, Conqueror of Timbuktu
    Diplomacy: Khalem(Neutral) Boure(H) Betif(a)
         Orin continued to send his unskilled diplomats out amongst rebellious lands alone, without gold bribes or intel support. Bwian died in Boure when the natives got restless and Eli screwed up in Khalem. The one shining star was Omar in the city of Betif and a diplomatic marriage to Toliver, Heir of the Directorate. Toliver's new wife wasn't very sturdy, dieing during her first pregnancy. As a result of the diplomatic losses, Ghana lost all trade routes, save Kanem-Bornu. Enterprising merchants using the Niger and Benue rivers allowed the two nations to remain in contact.
         The Director abstained from the vote on Islamic Unity. "Our holy men are still in deliberations on this." Investments in his government finally paid off. Orin considered unsticking his ass from the throne to deal with the diplomatic issues first hand.

    The Almohad Emirate of Morocco
    Astaba ibn Sayid, Emir of Morocco
    Diplomacy: None
         Astaba again shared what tech he could with the Imam. "Though we are a Sunni nation and don't always agree with our Shi'ite brethren, I believe that Allah's most holy Imam is leading us down the righteous path. Therefore Morocco will cast it's vote in favor of Allah's current most High and Holy Imam of all Islam." The Imam withdrew the bishopric support he had been sending to Astaba making it easier for him to build his government on his own, supposedly. Infantry qualities improved all around the Emirate.
         The Emir expanded several cities, including the reconstruction of their walls and the improvements to surrounding farmlands.

    The Empire of Aragon
    Henry III the Infirm, King of Castille, Emperor of Aragon, Restorer of the Faith
    Diplomacy: No effect
         Henry discovered some Moroccans skulking around in the royal university. Then he tried to pull a fast one over on the tax collectors by allocating more funds than he had. This forced an overtax situation that will effect the Empire for years to come. A fair amount of that money was spent building new cities. Ponyevedra on Portugal's coast, Toledo in Old Castille connected to Zamora in Leon via the short royal road, and Avila in New Castille.
         Don Amistad, Don Concha, and Carlos Gomez, the Count of Valencia tightened up security around the Empire. They were successful at thwarting all infiltrations. Francesco Sforza proved to be a less than stellar administrator, despite the good word from the Pope.

    The Roman Catholic Church
    Boniface IX, Bishop of Rome, Pontiff of the Apostolic & Reformist Catholic Church, Successor of the Prince of the Apostles, Servant of the Servants of God
    Consecration: Campania(ch) Maine(ch)
         Boniface doubled the guard around his Greek prisoner, whose name, he learned, was Epicurus. Sure enough a jailbreak was attempted, but they captured the miscreant again. Time to pull out the rack and get mediaeval on him. Cardinal Britannia IV did just that as soon as he arrived from Lombardy. Unfortunately at sixty-nine years old, the Cardinal died in 1402 and no information was gained.
         The Church now has more Infrastructure to loan to the Catholic rulers who may be in need, besides Aragon and Germany. Missionary work continued in Iberia, with Salamanca now nearly fully Roman Catholic, and Talavera pulling up the rear. Influence in Germany slipped.

    The Empire of Greater Britannia

         Geoffery expanded the government since it would appear that Boniface wouldn't be supporting him anytime soon. He sent agents out among the capital to seek out infiltrations by any anti-catholic cults within the government. "Halt! Are you Catholic?" "What is this, some kind of British Inquisition?" D'oh! Paris itself was expanded along with a hell of a lot of new infantry for the Emperor and pretty new lawns for them to march in, all squared up.

    The Holy Roman Empire of the German Nation
    Henry II, King of Bavaria, Kaiser of the German Reich, Roman Emperor of the West
    Diplomacy: No Effect
         Royal roads were started, extending to Tyre from Bern, and to Taranto. Henry commissioned four new cities; Olso on the Oder in Pomern, Bremen on the Elba in Lausatia, Piza on the coast in Spoleto, and Navarone in Calabria. He then built a ton of fortresses NEXT to most of the cities in the Empire and attempted to stuff more public works into cities like Frankfurt, which was already at maximum capacity. The gold was thus wasted.
         Duke Rupert moved out of Tuscany dropping only three hundred men to hold the pacified region - needless to say, as soon as the small German army moved north, Tuscany revolted. In claimed Liguria, the Duke took more than two thousand cavalry and an equal number of elite infantry to assault the unwalled city of Genoa. Riding through the streets, putting down any and all armed resistance, the Duke finished within 4 months with few casualties.
         Staging in Milana, Count Jura and Count Rohan joined Count Shultz to form an army of more than two thousand men and horse to ride on St Petersburg. Count Shultz fell off his horse upon crossing into Verona. At the next camp prior to the assault of the city, Shultz died from his injuries. Count Rohan took control of the army and attacked! On the first rush Count Rohan's brain was pierced by a javelin throne from the ramparts. Even the elite forces retreated in a mad dash to the safety of the fields of Verona.
         Money has been set aside to charter a merchant company as soon as enough technical resources can be gathered.

    The Kalmar Republic

         Eric announced that his daughter Gudrun would be his heir and the next Altkansler. Other than that, he directed that the road network should push from Norway into Hordaland.

    The Varangian Empire of Russia
    Ivan II, Tsar of all the Russias, Kniaz of Vlatim
    Diplomacy: Muscovy(NT)
         Ivan nearly completed the cultivation of Kirivitch and Pechneg. Then Vlatim, Kiev, and Fredrigrad were all increased. A new inland city was built in Kur named Polatsk, not to be confused with nearby Polotsk. Petr was sent to Muscovy to talk some sense into the wilderness barbarians. Ivan fooled around with several women after the death of his wife of 1400, determined to produce an heir. The Patriarch of Vlatim could not verify that he was indeed married to the mother of his first son in 1403, although he had seemingly put aside all dalliances and was a doting father after his son was born. Ivan's brother Vladimir married and had twins in 1401. Later in 1403 he died after having a terrible rash and unnatural coughing fits. Gunther died in 1404, his service to the Empire complete.

    Kingdom of Poland
    John the Peacemaker

         John's brother Stanislav was found dead, having died in his sleep the night before. This seemed to spur John into action, spending the years moving among the free people of Poland, counting and explaining the state of the monarchy. Poland received huge beautifying grants while great strides were made to cultivate Little Poland, removing the hiding places for Gypsies, although he counted them, too. At 60 years old, he could feel Charon looming over his shoulder. He decreed that Prince Lech would be next in line to the throne of Poland. Pomerania was allowed to stop paying their taxes and rule themselves a bit more, to ease the burden on Lech who was put to work administrating the Kingdom, since as Prince he can not rule.

    The Avar Kingdom of Hungary
    Radu I, Khan of the Avars, Lord of the Steppe
    Diplomacy: None
         Radu loosened the purse strings of the Avars to improve all manner of revenue gaining works throughout the Kingdom. Carpathia was set on the road to cultivation and more cavalry were brought under the Khan's command. Baron Tiborc died in Transylvania. His replacement took up his post garrisoning the pacified mountainous region.

    The Byzantine Empire
    Basil III, Eastern Roman Emperor, Master of the Scholae, Patriarch of Constantinople
    Diplomacy: Vasi(t) Ismootal(nt) Bosnia(nt) Dalmatia(fa)
         Basil expanded Ephesia, Mesolongi, Volos, and Corinth and commenced two new roads to Volos and Belgrade. Demitri died at the age of 13 in a fishing accident. Costas picked up two thousand cavalry and four thousand infantry, crossed the Bosphorus to Paphlagonia, and rode on to Vasi where his ally, Lycos of Pontus had been negotiating the return of Prince Nikos. They even offered to have their 15 year old brother Stephan wed to a suitable princess. With all of this, Nikos was released and a great celebration ensued.
         Trade was extended to Russia and Aethiopia, the latter through Necho's canal with the blessing of Uzayr himself. In Dalmatia, Haphaestus discovered that Feudal Allied was the best that the mountainous region would ever be able to support, until such time that the Empire breaks through it's middle ages practices.

    The White Order of Saint Demetrius

         Simon died in 1404. His slightly younger brother Rumitsav took the throne.
